Libby specialises in impact planning and evaluation. She can help you understand, measure and communicate your impact.

Libby joined NCVO in January 2023. She has over a decade of senior leadership experience across the voluntary, public and private sectors. She’s designed and led dozens of major programmes on complex issues involving a wide-range of stakeholders.

Libby is passionate about supporting organisations to be as impactful as possible. Her work focuses on improving approaches to impact planning, monitoring and evaluation. She prides herself on ensuring that the views and needs of service users remain front and centre. Libby also has extensive fundraising experience, so understands funder priorities and requirements.

Before joining NCVO Libby worked at a range of organisations focussed on human rights, equality and criminal justice. These included User Voice, Fair Trials, The Law Society and the Equality and Human Rights Commission. Having worked ‘client-side’ throughout her career, Libby has first-hand experience of how external consultants can best support change.

  • Maternity Action: Evaluating a programme to strengthen maternity rights in the workplace, funded through the VCSE Health and Wellbeing Fund, part of a partnership programme between Department of Health & Social Care, NHS England and UK Health Security Agency.
  • Mind in Greater Manchester: Evaluating a DHSC-funded programme to improve outcomes for people experiencing symptoms of the menopause in the workplace.
  • The National Eczema Society: Delivering theory of change training for the board.
  • Watford FC Community Sports and Education Trust: Conducting an audit of their impact planning and evaluation processes.
