NCVO consults staff on restructure proposals

NCVO today launches the start of a month-long consultation period with staff on restructure proposals.

The key reason for the proposals is that following the merger between NCVO and Volunteering England at the start of 2013, when all Volunteering England staff transferred to NCVO, a number of duplicate roles now exist.

The proposals also reflect a drop in the level of NCVO’s grant from the Office for Civil Society (OCS), which all OCS strategic partner organisations have experienced.

The restructure aims to best equip NCVO to serve and represent its growing membership and the charity sector. NCVO will continue to provide support and advice on a wide range of issues of relevance to charities.

Thirty members of staff have been advised that they are at risk of redundancy. Under the proposals, 17 roles would be open to applications from those affected.

The proposals include: -

  • As previously announced, creating a department of volunteering and development. Staff in this department will lead NCVO’s work supporting volunteering and infrastructure – including increased support for Volunteer Centres as well as administering the Big Assist programme. The department will lead NCVO’s work on the Olympic and Paralympic legacy, on quality standards in volunteering and Volunteers Week, and manage its relationships with volunteering organisations and volunteer managers.
  • Centralising work on volunteering policy and research as part of NCVO’s public policy department, of which NCVO’s policy and research teams are currently part.
  • Investing in NCVO’s digital capacity to boost online services and information for members.

Sir Stuart Etherington, Chief Executive of NCVO, said:

"I am consistently struck by the outstanding commitment and skills of staff at NCVO, including our new colleagues from Volunteering England. Inevitably in merging two organisations there will be some duplication of roles, and I am very sorry that we will lose some excellent staff members.

"We are proposing a structure which will position NCVO to be a strong voice, independent of core government funding. These changes will equip us to better serve our 10,000 members and to work on behalf of all charities and volunteers."

Following time to give full consideration to feedback from staff and representatives from NCVO’s recognised union, Unite, final decisions on the new structure of NCVO are expected in mid-March.

Notes

NCVO took on all 19 staff from Volunteering England on 1 January 2013 taking its total staff numbers from 112 to 131 people. Under the proposals being consulted on, there would be 114 total posts at NCVO.
