Elizabeth Chamberlain, Head of Policy and Public Services

Elizabeth Chamberlain Elizabeth heads NCVO's work on policy and public services. She first joined NCVO's policy team in 2008 as an expert on charity law and regulation.

Last year, Elizabeth provided secretariat support to the panel that carried out the review of fundraising regulation. More recently, she has led the work of the two groups set up following the review, on the ‘Fundraising Preference Service’ and on ‘opt in’.

Her policy interests also include charity campaigning, and the sector’s independence, transparency and accountability. Before joining NCVO, Elizabeth lived in Brussels where she worked in the cabinet of the vice president of the European Commission.

Michael Birtwistle, Public Services Manager

Michael leads NCVO's public services policy work, including the role of charities in public service delivery, and the commissioning and procurement challenges they face. He was previously our senior policy officer covering funding and finance issues, and before joining us he worked at the Law Society on civil justice and law reform.

Charlotte Rogers, Senior Policy Officer

charlotte rogers3Charlotte leads NCVO’s work on charity law and regulation. Before joining NCVO, she was the Regulation Policy Manager in the General Medical Council’s (GMC) Strategy and Communication Directorate, managing the regulation policy team in strategic policy development and in supporting and coordinating legislative and regulatory reform. Prior to that, Charlotte’s background was predominantly in law, with a strong focus on professional regulation.

Lev Pedro, Public Services Senior Officer

Lev manages our work covering practical skills for public service delivery. He helps voluntary organisations and social enterprises across England to decide whether to engage in public service delivery, and to understand the practical steps to do this. For eight years he was at Kensington and Chelsea Social Council where he was involved in developing local consortia and supporting small organisations to engage with commissioning opportunities. Lev has worked in senior roles in the charity sector since 1987. He has also sat on boards of the Adverse Psychiatric Reactions Information Link (APRIL) and his local residents' association.

Paul Winyard, Policy Officer – Public Services

paul winyard 96x96Paul joined NCVO over six years ago after working for a leading public affairs agency. Since then he’s led our policy work on welfare-to-work reforms, volunteering and safeguarding, advancing the social value agenda, the Compact, and EU procurement law.

Jessica Harris, Cultural Commissioning Programme Manager

jessica harris 96x96Jessica manages the Cultural Commissioning programme. She has commissioned and managed cultural programmes across arts, museums and libraries, and has also led on cultural policy during her career. She has worked in the independent arts sector, in local government and for national bodies, including MLA and Arts Council England. She has an MA in European Cultural Policy and Administration.

Dan Francis, Governance Consultant

dan francis 96x96Dan is responsible for NCVO’s governance consultancy offer; focusing on governance reviews, board performance and trustee training. He joined NCVO from the National Union of Students (NUS) where, as a long standing consultant, he supported the organisational development of local students’ unions as charities. Dan has experience of interim senior management assignments in the voluntary sector and has served as trustee for small and medium sized community and education charities. Prior to joining NUS, Dan’s background was in higher education governance and administration having worked for the Universities of Swansea and Southampton.

Vasilis Ntoulos, Policy and Public Services Team Assistant

Vasilis ntoulos 96x96Vasilis provides a range of policy, financial, administrative, events and training management support to the team. Additionally, he leads on the organisation of NCVO’s Members’ Assembly meetings. Previously at NCVO, he was responsible for the finances and administration of BIG Assist, an £8m programme funded by BLF to support infrastructure organisations in the voluntary sector. Prior to NCVO, he worked in various non-profit organisations across London and Europe primarily in the areas of events and project management.

Mary Strickson, Trainee Policy and Public Services Officer

mary stricksonMary is a trainee in the Policy and Public Services team. Most recently, she worked as an advisor at Providence Row, a homeless charity in Tower Hamlets. Prior to this, Mary worked and volunteered at multiple charities aimed at supporting vulnerable people and promoting social inclusion.
