Elizabeth Chamberlain, Head of policy and public services

Elizabeth Chamberlain Elizabeth leads NCVO's work on policy and public services. She first joined NCVO's policy team in 2008 as an expert on charity law and regulation, and continues to have a particular interest in regulatory issues affecting charities.

Her policy interests also include charity campaigning, the sector’s independence, transparency and accountability, and more broadly issues of public trust and confidence in charities.

Over the years Elizabeth has acted as secretariat for a number of specialist policy projects, including the review of fundraising regulation, and NCVO’s independent review of the Charities Act.

Before joining NCVO, Elizabeth lived in Brussels where she worked for the vice president of the European Commission in the cabinet for Justice, Liberty and Security.

Lev Pedro, Senior consultant

lev

Lev works to support NCVO’s members and the wider charity sector, with a specialist focus on the role of charities in transforming and delivering public services. He also leads NCVO’s relationships with infrastructure organisations (those that provide support and services to other organisations, or ‘umbrella’ organisations).

Lev has worked in senior roles in the charity sector since 1987. For eight years he was at Kensington and Chelsea Social Council, where he developed local consortia and supported small organisations to engage with commissioning opportunities. Lev is the Chair of Hackney charity Hands Inc, and is treasurer of his residents’ association.

Paul Winyard, Policy manager 

paul winyard 96x96Paul joined NCVO in 2010. Since then he’s led our policy work on a variety of issues, including welfare-to-work reforms, volunteering, the Compact, public services and procurement regulations. Before joining NCVO, Paul worked for a leading public affairs agency following a career in the private sector.

Paul currently:

  • acts as the secretariat to the Charity Tax Commission which is reviewing the tax treatment of charities
  • coordinates a working group of charities focussed on securing a replacement to ESF funding following the UK’s exit from the European Union.

Paul’s policy interests include funding and finance issues, with a particular focus on charity tax reliefs and safeguarding EU funding post-Brexit.

Rebecca Young, Policy manager

Rebecca YoungRebecca works primarily on public services and volunteering policy. Before joining NCVO she led on mental health, housing and disability policy at the National Union of Students. Prior to this she worked for a social enterprise supporting public service providers and commissioners design and deliver better services. She has experience of running service design processes and user-led, participatory research. In her spare time, Rebecca also uses her legal expertise as a volunteer advisor on special educational needs law.

Catherine Goodall, Senior policy officer

catherine goodallCatherine works primarily on public services policy. Before joining NCVO Catherine was a development officer and lead for transition in the social care team at the National Children’s Bureau. In this role Catherine developed policy, briefings and guidance, and delivered a range of training and practice improvement support. She has a background in research and practice, working with local authorities and universities to drive service improvement and facilitating participatory action research. Catherine is a governor at a primary school and volunteers for local charities supporting children and young people and promoting equality and LGBT+ rights.

Dan Francis, Lead consultant

dan francis 96x96Dan is responsible for NCVO’s governance consultancy offer; focusing on governance reviews, board performance and trustee training. He joined NCVO from the National Union of Students (NUS) where, as a long standing consultant, he supported the organisational development of local students’ unions as charities. Dan has experience of interim senior management assignments in the voluntary sector and has served as trustee for small and medium sized community and education charities. Prior to joining NUS, Dan’s background was in higher education governance and administration having worked for the Universities of Swansea and Southampton.
