Comment on lobbying bill report stage vote

Sir Stuart Etherington, chief executive of NCVO, said:

'I'm pleased that peers supported Lord Harries' amendment on staff costs. Accounting for staff costs remains a particularly problematic part of this bill, as well as constituency limits and the rules on campaigning in coalition. We would like to see further movement on these.

'The commitment to review the legislation in 2015 is prudent and welcome. It's clear the 2015 review will be an important opportunity to take stock of the impact that changes to non-party campaigning rules are having. We will be gathering evidence on this from voluntary organisations from the moment the legislation comes into force in order to inform this review.

'In the meantime we will be working with the Electoral Commission as they develop the detailed guidance that will be crucial to how this legislation affects voluntary organisations.'
